It is proposed that a license to marry regime may be introduce instead
of simple marriage certificate. First of all, as a learning driving
license, learning marriage license may be issued not only to the parents but also to both boy and girl whose ages are above 18, however age cap of maximum 51 years old may be imposed. The legislatures in assemblies are unlawfully enjoying the marrying under 16 or equivelent to 16.
